Origin:
Insouciant is from the French, from in-, "not" + souciant, "caring," present participle of soucier, "to trouble," from Latin sollicitare, "to disturb," from sollicitus, "anxious." The noun form is insouciance.

My sentence:

The City Council provided each corner of the street garbage bins for rubbish, but insouciant passers by are too lazy to use them; instead, they throw their wastes over the fence of a vacant lot nearby.
